The Ministry of Population Development and Social Protection (MPDSP) with support from the Asian Development Bank (ADB) is implementing "Food and Nutrition Social Welfare Project - Additional Financing” Project to address improved social equity, less poverty, better social risks mitigation and prevention, and improved food security through more efficient and transparent delivery of social welfare and insurance services by means of strengthened policy, systems, and IT. Under the Project, Ministry of Population Development and Social Protection (MPDSP) is seeking to recruit an experienced and qualified Unemployment and short term benefits specialist (national).
2. Objective(s) of the Assignment
Objective of this consultancy service is to assess the current unemployment and benefits insurance funds, come up with a conclusion whether contribution and benefit levels are optimal and sustainable, recommendations for expanding scope of unemployment and benefits insurance services.
3. Scope of Services, Tasks (Components) and Expected Deliverables
3.1 Scope of Services and Tasks
1. Based on current state of unemployment and benefits insurance funds, make a mid-term and long-term actuarial assessment.
2. Make a comparative study with experiences from other countries with similar insurance types on benefits, eligibility criteria, duration of benefits payment, etc.
3. Prepare and submit a recommendation on policy and financial sustainability of unemployment and benefits insurance funds, expanding scope of benefits services and improving efficiency of vocational training allowances provided by the unemployment benefits fund.
4. Prepare recommendations for law amendment on unemployment and benefits insurance.
5. Assist the international consultant hired separately under the project with oral interpretation and translation of final reports into Mongolian.
3.2 Deliverables
The consultant will deliver the following final reports based on close coordination and consultation with MPDSP and other relevant organizations:
1. Report encompassing assessment of current unemployment and benefits insurance, its actuarial projections and international experience (in Mongolian and English),
2. Recommendations on improving sustainability of unemployment and benefits insurance funds, amendments to relevant laws (in Mongolian and English).
4. Qualification Requirements for the Key Experts
Educational requirements: The consultant will hold at least a bachelor’s degree in either of the following fields: insurance, actuary, business administration, labour economist.
Work experience: at least 5 years of experience working on unemployment and benefits insurance. International work experience is desirable.
Language requirements: Excellent command of spoken and written English is preferred.
5. Contracting arrangements
Consultant will be hired on ADB’s Guidelines on the Use of Consultants (2013, as amended from time to time) for 2 person-months. S/he will be support an international consultant engaged separately by the project.
