The Ministry of Population Development and Social Protection (MPDSP) is seeking to recruit IT Firm Local Consultants and invites qualified firms to submit their Expression of Interest.

IT FIRM LOCAL CONSULTANTS (national firm)

Objective and Purpose of the Assignment

The main purpose of this assignment is to make an analysis of the current situations of the SIGO and GOSWS IT systems; and to develop the TORs for the IT systems and software that needed to be upgraded or newly developed; and to prepare the bidding documents based on the analysis result.

Scope of the Assignment

The main scope of the assignment is twofold, including:

1.Make analysis of SIGO IT systems, Develop the TORs for IT systems and software that needed to be upgraded or newly developed; and

2.Make an analysis of GOWSW IT systems, Develop the TORs for IT systems and software that needed to be upgraded or newly developed.

Within the framework of the first scope:

1.1.make an unbiased analysis on the current status of the SIGO IT systems and recommend which parts are needed to be kept, and which parts are needed to be upgraded into web based solution, and which parts are needed to be developed from scratch and which parts can be use the open source software etc.;

1.2. develop the TOR of the newly developed as well as upgraded IT systems and prepare the bidding documents /as follows the other IT experts’ TOR/;

1.3. define the capacity as well as requirements of possible hardware parts for the IT systems improvements; and

1.4.develop the strategy for backup and disaster recovery, and define the possible software and hardware capacity, and prepare the bidding documents.

Within the framework of the second scope:

2.1.make analysis on the current status of the GOSWS IT systems;

2.2. define the needs of IT systems to be newly designed and implemented for the GOSWS;

2.3. develop the TOR of the newly developed as well as upgraded IT systems and prepare the bidding documents /as follows the other IT experts’ TOR/;

2.4. define the capacity as well as requirements of possible hardware parts for the IT systems improvements; and

2.5.develop the strategy for backup and disaster recovery, and define the possible software and hardware capacity, and prepare the bidding documents.

Expected Deliverables:

Within the framework of the first scope:

1.1.A system analysis report which includes the information of the current situation of the SIGO IT systems and its future view and recommendation of the future improvements. The analysis report should include the following information:

1.1.1.current situation of the IT systems;

1.1.2.current situation of the IT systems’ hardware parts;

1.1.3.current situation of the IT systems’ information security;

1.1.4.detailed recommendation and mid-term plan for the above mentioned situations; and

1.1.5.possibility to set up the sector’s central database, and technology recommendations.

1.1.6.evaluation of IT staffs capacity and recommendation and long-term plan for capacity building (participate in the internationally recognized certificate trainings) of IT staffs related to the ongoing IT initiatives.

1.2.TORs for the SIGO IT systems and software that needed to be upgraded and the bidding documents for implementation firm of these systems. The documents should include the following information:

1.2.1. possibility to have central user management systems for all IT systems and integration method; and

1.2.2. possibility to improve the information accuracy and security and implementation method.

1.3.Define the capacity as well as requirements of possible hardware parts for the IT systems improvements.

1.4.Develop the strategy for backup and disaster recovery, and define the possible software and hardware capacity, and prepare the bidding documents.

1.5. Reports of team members as requested in their TORs and other requested documents.

Within the framework of the second scope:

2.1.System analysis report which includes the information of the current situation of the GOSWS IT systems and its future view and recommendation of the future improvements. The analysis report should include the following information:

2.1.1.current situation of the IT systems;

2.1.2.current situation of the IT systems’ hardware parts;

2.1.3.current situation of the IT systems’ information security;

2.1.4.detailed recommendation and mid-term plan for the above mentioned situations;

2.1.5.possibility to set up the sector’s central database, and technology recommendations; and

2.1.6.evaluation of IT staffs capacity and recommendation and long-term plan for capacity building (participate in the internationally recognized certificate trainings) of IT staffs related to the ongoing IT initiatives.

2.2.Define the needs of IT systems to be newly designed and implemented for the GOSWS.

2.3.TORs for the GOSWS IT systems and software that needed to be upgraded and the bidding documents for implementation firm of these systems. The documents should include the following information:

2.1.1. possibility to have central user management systems for all IT systems and integration method; and

2.1.2. possibility to improve the information accuracy and security and implementation method.

2.4. Define the capacity as well as requirements of possible hardware parts for the IT systems improvements.

2.5. Develop the strategy for backup and disaster recovery, and define the possible software and hardware capacity; and prepare the bidding documents.

Minimum Qualification Requirements for the firm

The firm should meet the following qualification requirements:

1.should have at least 10 years of experience in the IT field.

2.have an experience with making the IT systems analysis and developing the TORs for at least 5 IT systems within the last 6 years;

3.have an experience with making the analysis, developing the recommendation and preparing the bidding documents for at least 3 web based registration/accounting IT systems within the last 5 years;

4.have a hands-on experience with making the system analysis of establishing the backup and disaster recovery site within the last 5 years;

5.have no debt to the Social Insurance Offices;

6.have no debt to the Tax Offices;

7.give 6 months validity period for the offer;

8.pay a particular attention to the fulfillment of the tasks and requirements assigned to the team members;

9.ensure coordination among individual consultants/team members;

10.combine the reports, required documents and productions that are given in the TORs of the team members, and deliver that to the respective departments (SIGO, GOSWS) on time;

11.provide a plan for implementing the project assignments successfully within one month of the signing the contract; and

12.count in the qualification requirements for all team members to the qualification requirements for the firm.

The firm should deliver the entire assignments in the TOR within 10 months and the individual consultants are hired intermittently. TORs for each individual consultants are shown in the attachment.

5.IT governance specialist ITIL 1 (2 person-months),

6.IT governance specialist ITIL 2 (2 person-months),

7.IT infrastructure specialist – data center (6 person-months),

8.IT infrastructure specialist – storage ( 4 person-months),

9.IT infrastructure specialist – network (2 person-months),

10. IT security specialist 1 (8 person-months),

11. IT security specialist 2 (2 person-months)


IT ARCHITECT – ENTERPRISE (10 months, national, Team Leader)

Objective and Purpose of the Assignment

Currently, SIGO is using around 21 applications to run their operation related to social insurance and pension service. The systems are in isolation and mostly reside independently at aimag (province) and/or soum (administrative subdivision of the aimag) level. The systems are in place since 2008.

Current systems are not connected centrally, rather all financial and analytical reports need to be created at aimag level and manually collated to produce the required agency level reports. Moreover, the systems are not supporting international accounting standards adopted in previous years. Agency staffs have to work outside the system to comply with the standard.

The major stakeholders of the agency, namely hospitals and pharmacies can send their claims only twice a month through emails and cannot get the status of their claim without manual inquiry. Processing claims also undergoes long delay when the system cannot find relevant information in the same aimag/soum level. Staffs have to manually search through different databases to find relevant information for further processing.

Detailed Tasks and/or Expected Output

The consultant will:

(i)lead the system analysis team;

(ii) monitor the team members’ work plan; develop the monthly progress report and report the progress to the relevant staffs;

(iii) make an analysis on SIGO and GOSWS IT systems. Develop the systems blueprint and report the drawback of the systems. Furthermore define the needs and requirements for the current IT systems;

(iv) work with other IT experts to define the possible IT systems which work together with both SIGO and GOSWS IT systems;

(v) make an analysis of worldwide social insurance experiences and develop the detailed analysis report, which is clearly illustrated the comparison of advantages and disadvantages;

(vi) understand the future needs for the SIGO IT systems. Define the IT systems’ technical requirements which will well align with the international standards. Develop the TOR according to the ADB’s procurement requirements, together with other IT experts;

(vii) work with health insurance process specialist(international) to understand the IT needs for Health Insurance Management System (HIMS) and then develop a recommendation for the future improvements;

(viii)recommend an architecture setup for HIMS, and develop TOR;

(ix)work with other IT experts to recommend an integration setup for other relevant systems like social insurance management system, access control, disaster recovery, etc.;

(x)design a blueprint for implementing HIMS in collaboration with the health insurance process specialist;

(xi)evaluate and recommend possible IT systems to support HIMS;

(xii)work with other IT experts to plan for capacity in terms of IT systems’ hardware for SIGO and GOSWS;

(xiii)work with other IT experts to set up evaluation criteria to select appropriate supporting IT systems like database etc;
