1. Background
Considering the limited gender analysis in the social protection sector in Mongolia, ADB is providing financial and technical assistance to MPDSP under the Additional Financing Food and Nutrition Social Welfare Project to better mainstreaming gender and identifying gender disparities in the social protection sector and programs.
TheMinistry of Population Development and Social Protection (MPDSP) is seeking to recruit a National social poverty and gender specialist and invites qualified candidates to submit their Expression of Interest.
2. Objective of the Assignment
The overall objective of this assignment is to ensure social inclusiveness in the gender action plan of MPDSP and monitor its implementation for better gendered analysis, which was prepared under the original project and provide technical assistance for MPDSP for updating and reviewing the Gender Action Plan (GAP) and to effectively mainstreaming gender in the social protection sector.
3. Scope of Services, Tasks (Components) and Expected Deliverables
Under the supervision of the project manager and in close coordination with the MPDSP, the specialist’s responsibilities include the following tasks:
(I) Conduct an initial review of the goals, outputs, activities, and indicators in the gender action plan (GAP) with the MPDSP and the PIU to confirm understanding and assigned responsibilities; develop monitoring indicators and process for GAP implementation;
(ii) Prepare and conduct workshops (content and methodology) on gender and social dimensions of social protection, for the MPDSP and the PIU;
(iii) Hold regular consultations with the MPDSP gender focal points, Monitoring and Evaluation Department, and the Human Resources Department to exchange information and action steps on relevant activities which have bearing on their programs (e.g., demographic disaggregated data, human resource policies, and relevant training events);
(iv) Assure that data for GAP indicators and performance targets are collected and reported on at critical reporting junctures (e.g., quarterly and annual report, midterm review);
(v) Provide assistance to adjust plans as necessary based on results at annual and midterm reporting juncture;
(vi) Assist ADB mission reviews by preparing the updated GAP and other required inputs;
(vii) Assist in the preparation of final reporting upon completion of the project; and
(viii) Meet with key stakeholders in the MPDSP, the PIU, and ADB to brief them on progress related to the GAP
3.2 Deliverables
Output 1.Ensure implementation of the Gender Action Plan;
Output 2.Technical inputs for the development of gender-related recommendations in the strategy;
Output 3.Preparation of a Monitoring Matrix for the GAP Implementation (according to the project reporting timeline)
Output 4.Final reports resulted from workshop and trainings
Output 5. Final report
Final report encompassing above components is due within 14 days of ending the assignment;
4. Qualification Requirements for the Key Experts
The national consultant will have a postgraduate degree and at least 5 years of relevant experience in sociology or gender studies. Fluency in spoken and written English is required. Significant field experience in Mongolia and familiarity with gender issues of Mongolia is required. Training experience is required. Experience in survey design and analysis is helpful. The national consultant will work within the PIU. The consultant will work with the specific technical work streams to ensure that gender mainstreaming maintains a central position in the execution of tasks.
