			<p>TheMinistry of Population Development and Social Protection
(MPDSP) is seeking to recruit Financial
Consulting Firm<b> </b>and
invites qualified firms to submit their Expression of Interest.</p>
			<p><b>Objective
and Purpose of the Assignment</b><b></b></p>
			<p>The
following outcomes are expected from upgrading the social insurance offices’
financial management systems: </p>
			<p>- Being complied with Accounting law, National
sector’s accounting standards and International accounting standards. The
budget consumption related fault as well as fine will be reduced by
strengthening the registration internal control. </p>
			<p>- Easy to reflect the changes immediately into the
accounting policy, once it is clearly defined. </p>
			<p>- The responsibility level will be increased by
coherence and thresholds are clearly defined between the social insurance’s
basic offices and central offices. </p>
			<p>- The financial reporting time will be reduced, thus
the customers can get real time information on time. </p>
			<p>- Reliability of financial reporting will be improved.</p>
			<p>- Duty duplication will disappeared, thus the
information will be registered correctly. </p>
			<p>- Social insurance service will be improved and
administered the law. </p>
			<p>-
Accounting law will be administered and then internal control will be improved,
thus the liability system will be defined. </p>
			<p><b>Scope
of the Assignment</b></p>
			<p>By
collaborating with consultants working on improving the IT processes and
systems for SIGO (output 3.2), the Ministry of Finance, MPDSP, Auditing
authority and Social Insurance General Office (SIGO) staff; the financial
consulting firm will: </p>
			<p>I. Understand and analyze the current status of the
financial state of the Social insurance, then create a report and other
necessary documents for the international financial expert (should conduct the
analysis at all level, including, SIGO, Metropolitan Social Insurance Office,
aimag, district, soum and khoroo). </p>
			<p>Ш Compatibility of accounting policy documents and its
changes with the related laws and legal documents. </p>
			<p>Ш Update the organizational structure, operations,
sufficiency of personnel, workload estimation and human resource policy. </p>
			<p>Ш Guidance on how to record the financial documents and
forms </p>
			<p>ШCurrent status of
the social insurance fund accounting </p>
			<p>&nbsp;</p>
			<p>Ш Current status of the Social insurance agency
accounting </p>
			<p>Ш Current status of making social insurance fund and
offices’ work schedule by month as well as by the offices. </p>
			<p>Ш Cash flow, clearing estimation, receivable from state
budget </p>
			<p>Ш Current situation of accounting and financial
reporting of social insurance offices which are participated in the survey </p>
			<p>Ш Current situation of the financial management and
accounting IT systems </p>
			<p>Ш Sector’s database, its updating and dataflow </p>
			<p>II. Develop and design accounting policy documents,
which is well complied with the international financial reporting and
accounting standards, and also state sector’s accounting standards. </p>
			<p>III. Design and develop TOR for implementation firm on
how to make changes according to the legal, IT and financial aspect changes and
what method should be used for that. </p>
			<p>IV. Automate the manual processing of making social
insurance fund and offices’ work schedule by month as well as by the offices </p>
			<p>V. Design and develop a solution for automatically
generate the monthly budget utilizations of social insurance fund and offices
within legal date. </p>
			<p>VI. Develop and print guidelines, handouts for social
insurance services, registration and report preparation. </p>
			<p>VII. Deliver trainings for the accountants. </p>
			<p>VIII. Work together with others during implementation
process of IT systems. </p>
			<p>IX. Work together with the international financial
expert to make a feasibility study on how to make changes into the policy
document for financial management when some changes made in the relevant laws
and regulations, such as Social insurance laws, concept papers on pension from
the Mongolian government, other legal changes etc. </p>
			<p>X. Work together with the international financial
expert to define all business processes for the financial management IT systems
and create an evaluation criteria for the firms, who will select and implement
the IT systems, which is suitable for Social insurance sector’s financial
management as well as well align with the international financial standards and
national financial standards. </p>
			<p>XI. Work together with the international financial
expert to perform a diagnostic of SIGO’s procedures related to the processing
of contributions, distributions, and setup of participants to identify control
steps that can be added or automated; </p>
			<p>XII. Work together with the international financial
expert to perform a detailed assessment of SIGO’s finance function to design
and develop a roadmap for reaching a target operating model (TOM) where
financial statements are generated in a timely manner and in conformance with
international accounting standards; </p>
			<p>XIII.
Work together with the international financial expert to define required
changes for reaching the TOM. In conjunction with IT expertise under output
3.2., design and deploy an IT solution that addresses required changes to
technology, data capture, business process, and governance and </p>
			<p>XIV.
Work together with the international financial expert to after the deployment
of the solution, transition finance operations to a steady state and establish
effective procedures for ongoing maintenance. </p>
			<p><b>Qualification
Requirements </b></p>
			<p>a. <b>Consulting firm</b>: </p>
			<p>I. The consulting firm should be local financial or
auditing consulting firm and must be have good knowledge of International
financial and accounting standards, as well as National financial and
accounting standards. </p>
			<p>II. The consulting firm must have a team of financial
analyst-team leader, financial analyst, auditor, certified public accountant,
legal expert and IT expert. </p>
			<p>III. The consulting firm should have at least 10 years
of proven experience in financial auditing sector. </p>
			<p>IV.
The consulting firm should have extensive experience with designing and
developing accounting policy document which is well complied with the
International as well as national accounting standards. Also the consulting
firm should have an experience with implementing similar projects. </p>
			<p>&nbsp;</p>
			<p>b. <b>Financial analyst (team leader)</b>: </p>
			<p>I. The consultant should have a postgraduate degree in
finance or related fields. </p>
			<p>II. The consultant should have at least 10 years of
proven experience in financial analysis field. </p>
			<p>III. The consultant should have hands-on experience in
designing/developing financial policy documents. </p>
			<p>IV. The consultant should have profound theoretical as
well as practical knowledge and experience in the relevant fields, such as
economy and finance. </p>
			<p>V. Good at organizing as well as leading the team. </p>
			<p>VI. Any internationally recognized certificate in the
relevant domains is preferred. </p>
			<p>VII. International project experience in finance
sector is desired. </p>
			<p>VIII.
Fluent English is preferable. </p>

			<p>c. <b>Financial analyst</b>: </p>
			<p>I. The consultant should have a postgraduate degree in

			<p>I. The consultant should have a postgraduate degree in

			<p>III. The consultant should have hands-on experience in
designing/developing financial policy documents. </p>
			<p>IV. The consultants should not evade article 21 of the
Audit laws. </p>
			<p>V. The consultants should meet the requirement in
article 17 of the Audit laws. </p>
			<p>VI. The consultant shouldn’t have any issue related to
the professional etiquette. </p>
			<p>VII. The consultant should have profound theoretical
as well as practical knowledge and experience in the relevant fields. </p>
			<p>VIII. Any internationally recognized certificate in
the relevant domains is preferred. </p>
			<p>IX. International project experience in finance sector
is desired. </p>
			<p>X.
Fluent English is preferable. </p>

			<p>e. <b>Certified public accountant</b>: </p>
			<p>I. The consultant should have a postgraduate degree in

proven experience in making financial analysis, financial statement and balance
sheet equation. </p>
			<p>IV. The consultant should have hands-on experience in

			<p>V. The consultant shouldn’t have any issue related to
the professional etiquette. </p>
			<p>VI. The consultant should have profound theoretical as
well as practical knowledge and experience in the relevant fields. </p>
			<p>VII. Any internationally recognized certificate in the
relevant domains is preferred. </p>
			<p>VIII. International project experience in finance

The consultant should have a postgraduate degree in computer systems, database,
programming or related fields. </p>
			<p>II. The consultant should have at least 5 years of
proven experience in IT field. </p>
			<p>III. The consultant should have hands-on experience in
designing/developing financial management IT systems. </p>
			<p>IV. The consultant should have hands-on experience in
designing/developing web based IT systems. </p>
			<p>V. The consultant should have a good experience with
database management systems, preferably with Oracle. </p>
			<p>VI. Good team working skill is preferable. </p>

			<p>The Ministry of
Population Development and Social Protection (MPDSP) with support from the
Asian Development Bank (ADB) is implementing "Food and Nutrition Social Welfare
Project - Additional Financing” Project to address improved social equity, less
poverty, better social risks mitigation and prevention, and improved food
security through more efficient and transparent delivery of social welfare and
insurance services by means of strengthened policy, systems, and IT. Under the
Project, Ministry of Population Development and Social Protection (MPDSP) is
seeking to recruit an experienced and qualified <b>Industrial accidents and
occupational diseases insurance specialist (national)</b></p>
			<p><b><i>2.
Objective(s) of the Assignment </i></b></p>
			<p>The
overall objective of this assignment is to assess the current industrial
accident, occupational diseases and benefits insurance funds, come up with a
conclusion whether contribution and benefit levels are optimal and sustainable,
recommendations for expanding scope of industrial accident, occupational
diseases and benefits insurance services. </p>

Scope of Services, Tasks (Components) and Expected Deliverables </i></b></p>

Scope of Services and Tasks </i></b></p>
			<p>1.
Based on current state of industrial accident, occupational diseases and
benefits insurance funds make a mid-term and long-term actuarial assessment </p>
			<p>2.
Make a comparative study with experiences from other countries with similar
insurance types on benefits, eligibility criteria, duration of benefits
payment, etc </p>
			<p>3.
Prepare and submit a recommendation on policy and financial sustainability of
industrial accident, occupational diseases and benefits insurance funds,
expanding scope of benefits services and improving efficiency of vocational
training allowances provided by the industrial accident and occupational
diseases fund </p>
			<p>4.
Prepare recommendations for law amendment on industrial accident, occupational
diseases and benefits insurance. </p>
			<p>5.
Assist the international consultant hired separately under the project with
oral interpretation and translation of final reports into Mongolian. </p>

Deliverables </b></p>
			<p>The
consultant will deliver the following final reports based on close coordination
and consultation with MPDSP and other relevant organizations: </p>

Report encompassing assessment of current Report on the current state of the
industrial accident, occupational disease insurance fund, its actuarial
projections and international experience (in Mongolian and English) </p>
			<p>2.
Final report with recommendations on improving sustainability of industrial
accident or occupational disease insurance fund, benefit and payments,
amendments to relevant laws (in Mongolian and English).</p>

Qualification Requirements for Specialist </i></b></p>
			<p><i></i></p>
			<p><i>Education</i>: Bachelor’s degree in insurance, actuarial science,
business administration and labor economics or related discipline is desirable.</p>
			<p><i>Experience</i>: Preference will be given to candidates who have more
than five years of relevant work experience in the industrial accidents and
occupational diseases insurance sector. </p>
			<p><i>Language
requirements: </i>Fluency in English
(oral and written) is desirable. </p>

Contracting arrangements </b></p>
			<p>The
national expert will be hired based on ADB’s Guidelines on the Use of
Consultants (2013, as amended from time to time) for 1.5 person-month (45
days). S/he will work under the technical guidance of the international expert,

			<p>The Ministry of
Population Development and Social Protection (MPDSP) with support from the
Asian Development Bank (ADB) is implementing "Food and Nutrition Social Welfare
Project - Additional Financing” Project to address improved social equity, less
poverty, better social risks mitigation and prevention, and improved food
security through more efficient and transparent delivery of social welfare and
insurance services by means of strengthened policy, systems, and IT. Under the
Project, Ministry of Population Development and Social Protection (MPDSP) is
seeking to recruit an experienced and qualified <b>Unemployment
and short term benefits specialist (national).</b></p>
			<p><b><i>2. Objective(s) of the
Assignment </i></b></p>
			<p>Objective of this
consultancy service is to assess the current unemployment and benefits
insurance funds, come up with a conclusion whether contribution and benefit
levels are optimal and sustainable, recommendations for expanding scope of
unemployment and benefits insurance services.</p>
			<p><b><i>3. Scope of Services,
Tasks (Components) and Expected Deliverables </i></b></p>
			<p><b><i>3.1 Scope of Services
and Tasks</i></b></p>
			<p>1. Based on current state of
unemployment and benefits insurance funds, make a mid-term and long-term
actuarial assessment. </p>
			<p>2. Make a comparative study
with experiences from other countries with similar insurance types on benefits,
eligibility criteria, duration of benefits payment, etc. </p>
			<p>3. Prepare and submit a
recommendation on policy and financial sustainability of unemployment and
benefits insurance funds, expanding scope of benefits services and improving
efficiency of vocational training allowances provided by the unemployment
benefits fund. </p>
			<p>4. Prepare recommendations for
law amendment on unemployment and benefits insurance. </p>
			<p>5. Assist the
international consultant hired separately under the project with oral
interpretation and translation of final reports into Mongolian.</p>
			<p><b>3.2 Deliverables </b></p>
			<p><u>The consultant will deliver
the following final reports based on close coordination and consultation with
MPDSP and other relevant organizations: </u></p>
			<p>1. Report encompassing
assessment of current unemployment and benefits insurance, its actuarial
projections and international experience (in Mongolian and English), </p>
			<p>2. Recommendations on improving
sustainability of unemployment and benefits insurance funds, amendments to
relevant laws (in Mongolian and English). </p>

			<p><b><i>4. Qualification
Requirements for the Key Experts </i></b></p>
			<p><i>Educational
requirements</i>:
The consultant will hold at least a bachelor’s degree in either of the
following fields: insurance, actuary, business administration, labour
economist.</p>
			<p><i>Work experience: </i>at least 5 years of experience working on unemployment
and benefits insurance. International work experience is desirable. </p>
			<p><i>Language requirements</i>: Excellent command
of spoken and written English is preferred.</p>
			<p><b>5. Contracting arrangements </b></p>
			<p>Consultant will be
hired on ADB’s Guidelines on the Use of Consultants (2013, as amended from time
to time) for 2 person-months. S/he will be support an international consultant
engaged separately by the project.</p>

and Social Protection (MPDSP) is seeking to recruit IT Firm Local Consultants and
invites qualified firms to submit their Expression of Interest.</p>
		<p><b></b></p>

		<p><b>Objective
and Purpose of the Assignment</b><b></b></p>
		<p>The main purpose of this assignment is
to make an analysis of the current situations of the SIGO and GOSWS IT systems;
and to develop the TORs for the IT systems and software that needed to be
upgraded or newly developed; and to prepare the bidding documents based on the
analysis result.</p>
		<p><b></b></p>
		<p><b>Scope
of the Assignment</b></p>
		<p>The main scope of the assignment is
twofold, including:</p>
		<p>1.Make
analysis of SIGO IT systems, Develop the TORs for IT systems and software that
needed to be upgraded or newly developed; and <b></b></p>
		<p>2.Make
an analysis of GOWSW IT systems, Develop the TORs for IT systems and software
that needed to be upgraded or newly developed.<b></b></p>
		<p>Within the framework of the first
scope:</p>
		<p>1.1.make
an unbiased analysis on the current status of the SIGO IT systems and recommend
which parts are needed to be kept, and which parts are needed to be upgraded
into web based solution, and which parts are needed to be developed from
scratch and which parts can be use the open source software etc.;</p>
		<p>1.2. develop the TOR of the newly developed
as well as upgraded IT systems and prepare the bidding documents /as follows the other IT experts’ TOR/;</p>
		<p>1.3. define the capacity as well as
requirements of possible hardware parts for the IT systems improvements; and</p>
		<p>1.4.develop
the strategy for backup and disaster recovery, and define the possible software
and hardware capacity, and prepare the bidding documents. </p>
		<p>Within the framework of the second
scope:</p>
		<p>2.1.make
analysis on the current status of the GOSWS IT systems;</p>
		<p>2.2. define the needs of IT systems to be
newly designed and implemented for the GOSWS;</p>
		<p>2.3. develop the TOR of the newly developed
as well as upgraded IT systems and prepare the bidding documents /as follows the other IT experts’ TOR/;</p>
		<p>2.4. define the capacity as well as
requirements of possible hardware parts for the IT systems improvements; and</p>
		<p>2.5.develop
the strategy for backup and disaster recovery, and define the possible software
and hardware capacity, and prepare the bidding documents. </p>
		<p><b></b></p>
		<p><b>Expected
Deliverables:</b><b></b></p>
		<p>Within
the framework of the first
scope:</p>
		<p>1.1.A
system analysis report which includes the information of the current situation
of the SIGO IT systems and its future view and recommendation of the future
improvements. The analysis report should include the following information:</p>
		<p>1.1.1.current
situation of the IT systems;</p>
		<p>1.1.2.current
situation of the IT systems’ hardware parts;</p>
		<p>1.1.3.current
situation of the IT systems’ information security;</p>
		<p>1.1.4.detailed
recommendation and mid-term plan for the above mentioned situations; and</p>
		<p>1.1.5.possibility
to set up the sector’s central database, and technology recommendations. </p>
		<p>1.1.6.evaluation
of IT staffs capacity and recommendation and long-term plan for capacity
building (participate in the internationally recognized certificate trainings)
of IT staffs related to the ongoing IT initiatives.</p>
		<p>1.2.TORs
for the SIGO IT systems and software that needed to be upgraded and the bidding
documents for implementation firm of these systems. The documents should
include the following information:</p>
		<p>1.2.1. possibility to have central user
management systems for all IT systems and integration method; and</p>
		<p>1.2.2. possibility to improve the information
accuracy and security and implementation method.</p>
		<p>1.3.Define the capacity as well as requirements of possible
hardware parts for the IT systems improvements.</p>
		<p>1.4.Develop the strategy for backup and disaster recovery,
and define the possible software and hardware capacity, and prepare the bidding
documents.</p>
		<p>1.5. Reports of team members as requested
in their TORs and other requested documents.</p>
		<p>Within
the framework of the
second scope:</p>

		<p><b>Minimum
Qualification Requirements for the firm</b></p>
		<p>The
firm should meet the following qualification requirements:</p>
		<p><a name="_GoBack"></a>1.should
have at least 10 years of experience in the IT field.</p>
		<p>2.have
an experience with making the IT systems analysis and developing the TORs for at least 5 IT systems within the last
6 years;</p>
		<p>3.have
an experience with making the analysis, developing the recommendation and
preparing the bidding documents for at least 3 web based
registration/accounting IT systems within the last 5 years;</p>
		<p>4.have
a hands-on experience with making the system analysis of establishing the
backup and disaster recovery site within the last 5 years;</p>
		<p>5.have
no debt to the Social Insurance Offices; </p>
		<p>6.have
no debt to the Tax Offices;</p>
		<p>7.give
6 months validity period for the offer;</p>
		<p>8.pay
a particular attention to the fulfillment of the tasks and requirements
assigned to the team members;</p>
		<p>9.ensure
coordination among individual consultants/team members;</p>
		<p>10.combine
the reports, required documents and productions that are given in the TORs of
the team members, and deliver that to the respective departments (SIGO, GOSWS)
on time;</p>
		<p>11.provide
a plan for implementing the project assignments successfully within one month
of the signing the contract; and</p>
		<p>12.count
in the qualification requirements for all team members to the qualification
requirements for the firm.</p>
		<p>The firm should deliver the entire
assignments in the TOR within 10 months and the individual consultants are
hired intermittently. TORs for each individual consultants are shown in the
attachment.</p>

		<p><b>Objective
and Purpose of the Assignment</b><b></b></p>
		<p>Currently,
SIGO is using around 21 applications to run their operation related to social
insurance and pension service. The systems are in isolation and mostly reside
independently at aimag (province) and/or soum (administrative subdivision of
the aimag) level. The systems are in place since 2008. </p>
		<p>Current
systems are not connected centrally, rather all financial and analytical
reports need to be created at aimag level and manually collated to produce the
required agency level reports. Moreover, the systems are not supporting
international accounting standards adopted in previous years. Agency staffs
have to work outside the system to comply with the standard. <a name="page5"></a></p>
		<p>The major
stakeholders of the agency, namely hospitals and pharmacies can send their
claims only twice a month through emails and cannot get the status of their
claim without manual inquiry. Processing claims also undergoes long delay when
the system cannot find relevant information in the same aimag/soum level.
Staffs have to manually search through different databases to find relevant
information for further processing.</p>
		<p><b></b></p>
		<p><b>Detailed
Tasks and/or Expected Output</b><b></b></p>
		<p>The
consultant will: </p>
		<p>(i)lead
the system analysis team;</p>
		<p>(ii) monitor the team members’ work plan;
develop the monthly progress report and report the progress to the relevant
staffs;</p>
		<p>(iii) make an analysis on SIGO and GOSWS IT
systems. Develop the systems blueprint and report the drawback of the systems. Furthermore
define the needs and requirements for the current IT systems;</p>
		<p>(iv) work with other IT experts to define
the possible IT systems which work together with both SIGO and GOSWS IT
systems;</p>
		<p>(v) make an analysis of worldwide social
insurance experiences and develop the detailed analysis report, which is
clearly illustrated the comparison of advantages and disadvantages;</p>
		<p>(vi) understand the future needs for the
SIGO IT systems. Define the IT systems’ technical requirements which will well
align with the international standards. Develop the TOR according to the ADB’s
procurement requirements, together with other IT experts;</p>
		<p>(vii) work with health insurance process
specialist(international) to understand the IT needs for Health Insurance
Management System (HIMS) and then develop a recommendation for the future
improvements;</p>
		<p>(viii)recommend
an architecture setup for HIMS, and develop TOR;</p>
		<p>(ix)work
with other IT experts to recommend an integration setup for other relevant
systems like social insurance management system, access control, disaster
recovery, etc.; </p>
		<p>(x)design
a blueprint for implementing HIMS in collaboration with the health insurance
process specialist; </p>
		<p>(xi)evaluate
and recommend possible IT systems to support HIMS; </p>
		<p>(xii)work
with other IT experts to plan for capacity in terms of IT systems’ hardware for
SIGO and GOSWS;</p>
		<p>(xiii)work
with other IT experts to set up evaluation criteria to select appropriate
supporting IT systems like database etc; </p>
